Although Provision came to life in 2016, Ashley Holdings has been in business since 2012. Having gathered increased knowledge and resources, Ms. Alice Ashley, Principal-in-Charge, decided it was time to “spread her wings.” Hence, Provision Specialized Resources, LLC was born putting together a team with extensive knowledge and enthusiasm to bring their capabilities to communities, large and small alike. Ms. Ashley looks ahead while keeping controlled growth and maintaining a personal aspect of all Provisions projects.
Provision’s readily available services include grant applications, grant administration, risk assessments, inspections, mitigation planning, master planning, resiliency planning, benefit-cost analysis (BCA), project management, floodplain management, public and governmental education, environmental, and risk management.
Additionally, Provision offers its clients with specialists in the National Environmental Policy Act of 1969 (NEPA), hazardous waste management, wastewater permitting, and litigation support having expert witnesses. The team often completes applications, plans, and manages projects funded through the FEMA Hazard Mitigation Grant (HMGP) and Pre-Disaster Mitigation (PDM) Grants programs, and HUD Community Development Block Grants (CDBG).
Further, Provision is one of twenty certified firms to administrate grants within the Texas Department of Agriculture, Rural Economic Development Funds Grants Department using programs such as the Texas Capital Fund for Downtown Revitalization/Main Street Programs (DRP/MS), Small Town Environmental Programs (STEP), Infrastructure/Real Estate Programs (INFRA/RE), Disaster Relief (DR), Urgent Needs Funds (UN) and Colonia Funds Construction (CFC).
Provision has the capability and knowledge to conduct vulnerability risk analyses of facilities and render risk management plans as well as Storm Water Pollution Prevention Plans (SWPPP). In addition to National Pollutant Discharge Elimination System (NPDES) permit applications and Spill Prevention Control and Countermeasure Plans (SPCC), Provision prepares discharge monitoring reports, Municipal Separate Storm Sewer System (MS4) permits, sampling and analysis plans, regulatory guidance manuals, and Best Management Practices (BMP) plans, having implemented with government, industrial, oil and gas facilities.

Our Senior Grant Writing team has experience in the fields of Early Childhood and K-12 education, College Access, Workforce Development, Adult Literacy, Direct Service Financial Literacy, Economic and Community Development, Health, Returning Citizens Services, and Non-Profit Operation.
Quality Assurance/Liaisons from the Texas Division of Emergency Management (TDEM), Mitigation and Grants Department who has served as Mitigation Administrator's, responsible for coordination jurisdictions to ensure all applications meet federal requirements and final obtain approval from various FEMA regions.
Provisions team as well consist of former TDEM second-level Public Assistance Program Administrator having over fifteen years of public sector grant knowledge also served as the Community Development Block Grant manager for the Houston-Galveston Area Council of Governments as well as the City of Pasadena.
Our Senior Environmental Compliance Project Manager has more than a decade of experience with the Department of Environmental Quality, and more than 20 years in the private industry. Developing expertise through various permitting projects, often providing industrial, and environmental monitoring during construction of private and public projects.
The Construction and Oversight Project Management team consists of licensed Inspectors, having multiple certifications within the construction field such as Registered Professional Infrastructure Inspector, Lead Inspector, Certified Environmental Instructor, Residential Assessment, as well as Labor Compliance. Their projects range from aviation, public works, drainage, various infrastructure, and detached single-family residences to multi-million-dollar commercial developments.
Among other things, our staff consists of Certified Wastewater Treatment Operators, Certified Floodplain Managers, Certified Grant Administrators, Certified GIS and HAZUS-MH instructors and users, multi-state Licensed Professional Engineers, and personnel that is OSHA trained in the fields of Hazardous Waste Site Operations and Construction Standards.
Provision was the first firm in the United States to deliver the HAZUS-MS 3.2 training on behalf of the Federal Emergency Management Agency (FEMA).
